Bill has served as Executive Vice President and General Counsel of DXC Technology Company and a member of DXC Technology’s executive leadership since April 1, 2017 when DXC Technology was formed from the merger of HPE Enterprise Services and Computer Sciences Corporation. He had served in the same capacity since 2008 for Computer Sciences Corporation.
Named by the Financial Times in 2017 as ‘The Most Innovative General Counsel’ and a 2018 ‘Attorney of the Year Finalist’ by the American Lawyer, Bill is a recognized thought and practice leader in the digital transformation of inhouse legal organizations. The DXC Technology legal and contracting organization has been widely acclaimed for its first-of-kind digital transformation strategy. Bill co-created and is a faculty member of the Digital Legal Exchange, a global institute of leading thinkers and practitioners from academia, business, government, technology and law committed to accelerating digital transformation in the legal industry. He also works closely with the Singapore Academy of Law in its digital and future law initiatives.
Bill is an active organizer, speaker and participant in conferences, roundtables, policy studies, and salon dinners addressing global cybersecurity and privacy concerns including programs with The Howard Baker Forum, Chatham House, the Atlantic Council, New America, the Indo-Pacific Centre, and the Council on Foreign Relations. In February 2020 on the eve of the Munich Security Conference, Bill and DXC Technology originated and sponsored ‘The Ellen O. Tauscher Memorial Dinner on Cyber Strategy’ hosted by the Atlantic Council in memory of the distinguished former Undersecretary of State and Congresswoman. He is a member of the Advisory Board of the American University, Washington College of Law—Tech, Law & Security Program. Bill also serves on the Advisory Council of the Indo-Pacific Centre, a new institute based in Singapore, which engages with key government ministries and industries in Singapore, Japan, India and the United States to address cybercrime and security concerns in the Indo-Pacific region.
Bill has an interest in the international law aspects of technology, data security, data flows, privacy, cybersecurity and geopolitics. He has actively pursued advanced international law studies, receiving an L.L.M., with Distinction, in International Business and Economic Law from the Georgetown University Law Center in 2014 and an executive L.L.M. in International Law from LSE Law, the London School of Economics, in 2021.
